A Patrol Officer's Alert Sparks Major Case 0:00 Well, 1 Sharp JSO patrol officer responded to a call at a local jewelry store, thought there was more to it, called our office, and we began an investigation.0:22 We're blessed here in Jacksonville to have an incredible relationship with the Jacksonville Sheriff's Office. It's the largest police agency in the district that the Secret Service Jacksonville office covers, and we work0:33 cases hand in hand with them.0:46 I'm Joe Scargill. I'm the Special Agent in Charge of the Jacksonville Field Office with the United States Secret Service. We found that a lot of these financial crime cases that that can grow into a global investigation0:58 started just a sharp patrol officer doing his job, stumbles across, a criminal. Because of the relationship we have and the fact that we have those detectives in our office working side by side1:10 every day, so we had an incredible case, a few years ago where there was a ring of criminals that were using stolen personally identifiable information, so dates of birth, social security1:21 numbers of victims. Some of those victims were even children, minors under the age of 18, and they were opening lines of credit at jewelry stores, stealing jewelry, and then obviously not paying. Buy these things online.1:33 That's the problem. Right? I mean, you can get online and buy these. They're not expensive, you know, 50, 60 bucks. And, you know, with a little bit of know how that you can get off the dark web. Well, 1 sharp JSO1:45 patrol officer responded to a call at a local jewelry store, thought there was more to it, called our office, and we began an investigation. So we got a keyboard or a keypad overlay here. So they just put this right over
1:56 top of the ATM, and when you punch it in, it records your keystrokes. Good job getting this stuff off, man. It's a job.
From Burglaries to Identity Theft Rings
2:04 I am Edwin Cayenne, the director of investigations and homeland security here at the Jacksonville Sheriff's Office. What we have is what I will call a great partnership. Right? Like talking about the Secret
2:16 Service with with special agent in charge, Joe Scargill.
2:20 The the beauty of what we have in building a relationship, not only in our law enforcement community, but outside. This case gained tons of momentum. We identified countless numbers of victims. We identified 20
2:31 suspects. If you think of all the cases that happen large sized city like Jacksonville that both the FBI, the DEA, the ATF work, and they do amazing work. Call it
2:42 a residential burglary, right, where you have criminals enter a residence with the intent to steal or take something that's not there. So just say, hypothetically, these individuals take a wallet, take a cell phone,
2:54 pieces of jewelry. They'll take those, and sometimes they may get a driver's license, a birth certificate, a Social Security guard. And in an incident like that, what they can do is they can then assume someone's
3:05 identity. So after our patrol officers would do their initial response, we will have our crime scene unit respond as well. They They will try to do everything from the forensic side, whether it's get fingerprints,
3:17 processing the door for DNA, everything that a investigator, follow-up investigator would need as resources to help when it comes to
3:26 the prosecution phase. We were able to prosecute 2 of the suspects, the 2 ringleaders, federally with the United States Attorney's Office. They're still in jail now. The detective from the Jacksonville Sheriff's Office,
3:36 who's our task force officer and 1 of our special agents, won the US Attorney Agent of the Year Award for this case.
3:42 I I will stand by this. I think the Jacksonville Sheriff's Office is not only 1 of the best and brightest agencies we have in the state of Florida, but I also think that we will stand and we'll put our name in the way we
3:54 do business here against anyone else in the country. We have a great community. We have community involvement because we can't do it by ourselves, and we know that we need that community, that that
Excellence in Partnership and Community
4:05 partnership with the community, but also to, you know, sometimes when those resources extend past our capabilities, we can pick up the phone and call our state, and federal partners.
4:18 How they help us is we had a very short notice, call about the visit of the vice president of the United States. Former vice president was coming to Jacksonville. We had about 24 hours to build this security detail out.
4:29 And Jacksonville Sheriff's Office, through manpower, logistics, and and just people at this problem to help us. We can't do our protective mission without the support
4:41 of local and state agencies. It just doesn't work for a lot of reasons. We are hiring like crazy in the Secret Service. We're looking for the best and the brightest young people that wanna come into this organization
4:54 and do the mission. It's a hard job. I would say that what we do in the Secret Service is different than any other law enforcement agency because of the protection. The operational tempo of our protective mission right
5:05 now is like I've never seen before. You know, I'm excited every time we interview someone, because it could be a great potential candidate because I know it's gonna just move our mission forward.
